Promotion to the Senior Staff

This document describes procedures for the promotion to the Senior Staff of the Physics Division at LBNL. The LBNL-wide policies for promotion to the Senior Staff level are described in RPM 2.07 in sections 5.d (for Staff Scientists) and 6.e (for Divisional Fellows). Here we discuss only the extensions of those policies specific to the Physics Division.

Senior Scientist is a career position reserved for scientists with significant experience and achievements in research who play a leadership role at the Laboratory. Senior Scientists/Engineers are internationally recognized authorities and leaders in one or more scientific areas who have made major contributions to the Laboratory and the broader scientific community through their leadership and creativity. Senior Staff appointment in the Physics Division should be viewed as equivalent to a tenured faculty appointment in a leading physics department in the US.

The Physics Division Staff Committee (PDSC) shall initiate a mid-term review of Divisional Fellows at least 7 months before the end of the third year, following the lab-wide midterm review guidelines described in RPM 2.07. To facilitate the mid-term review, the Divisional Fellow’s supervisor shall provide the PDSC with the materials required by the lab-wide guidelines, plus at least two letters from referees familiar with the Divisional Fellow’s recent work and capable of judging it relative to his/her peers. The PDSC shall present the results of this review to the Physics Division Director no later than 135 days before the end of the Divisional Fellow’s third year.

To initiate the review of a promotion to the Senior Staff, the Physics Division Director shall appoint a 3-person ad hoc promotion committee, consisting of members of the Senior Staff with broad representation of division programs, with a clearly designated chair. In the case of a Divisional Fellow, the promotion committee shall be formed no later than 11 months before the end of the Divisional Fellow’s fifth-year term limit. In other cases of promotion to Senior Staff, the promotion process will be initiated by decision of the Division Director, made with the advice of the supervisor.

The promotion candidate’s supervisor should provide the following documentation to the promotion committee:

  1. Supervisor’s promotional evaluation
  2. Employee’s current description of research done at LBNL
  3. Current employee curriculum vitae (CV) and publications list
  4. Current employee position description

In addition, the Division Director, working with the promotion committee, shall solicit at least 7 evaluation letters. At least 6 letters shall be from scientists outside LBNL and outside the candidate’s immediate UC-LBNL research group. At least two letters shall come from international scientists. The promotion committee shall submit all letters and other materials required by RPM 2.07, together with its recommendation for or against promotion, to the PDSC, no later than 4 months after its formation. These documents, together with the PDSC’s own recommendation for or against promotion, shall be made part of the PDSC report.

In the case of a recommendation for promotion, the PDSC shall present this report to the Senior Staff at a Senior Staff meeting. The written report shall be made available to the Senior Staff at least 1 week before the meeting. After the meeting, the Physics Division Director shall solicit a written vote on the promotion question from the full Senior Staff. The outcome of the Senior Staff vote shall be added to the PDSC report. The PDSC shall present the final report to the Division Director no later than 6 months after the formation of the promotion committee.

Subsequent actions by the Division Director are outlined in RPM 2.07. The Division Director shall inform the Senior Staff of his/her decision and actions at the next Senior Staff meeting.
